Google spreadsheet counting formula

I need a formula that will count a full unit when there is an entry in Name1 and a half unit when there is an entry in Name1 and Name2.  For example, calculate:

- How many units does EC get credit for on Model 9700?  The answer would be 2.5 (line 5 = .5, line 7 = 1, line 8 = .5, line 9 = .5)
