Custom Formula Conditional Formatting Issue - Change header based on 2 range comparison

Trying to create a custom conditional formatting formula that changes the color of a header based on the conditions in two columns.

I need the header (B1) to turn red based on B2>0 and O2>0, BUT I want the header to change color if this is true for this comparison for any row value in the B column and the same row in the 0 column.

Possible?

The spreadsheet identifies items on client orders, denotes the # needed by each client, totals the # required for all clients, compares the number required by all clients to items available to establish # back-ordered. 

Conditional formatting already highlights specific items in a client order (column) that are back-ordered.

The goal is to have the "# Required by Client" etc. header change to red when ANY item in the column is back ordered.
